An eastern Pennsylvania woman was fined for throwing lettuce leaves from her car window. According to the Associated Press, Dawn Higgins was cited back in October while parked outside a Wal-Mart in Lower Nazareth Township. "Lettuce comes from the ground, therefore it can go back into the ground," she said. "It's biodegradable. I didn't think I was doing anything wrong."
Higgins said she pulled into a parking space to finish her fast-food lunch but decided not to eat the half-dozen or so leaves atop her salad, so she threw them out of her window. After failing to appear in court Dec. 22, Higgins discovered she had been convicted in absentia and owed the state $173.50. She has appealed to Northampton County Court.

At first, they wanted to implement a tax on plastic supermarket bags, but a 2006 state law prohibited that. Now, they have put together an ordinance that would require grocery stores with annual sales of more than $2 million to offer only compostable plastic bags or reusable bags at the checkout.

PROP's Organics Committee has a new chair
The Recycling Markets Center (RMC) and the Professional Recyclers of Pennsylvania (PROP) are pleased to announce RMC Recycling Program Manager, Robert (Bob) J. Bylone, Jr. has accepted a voluntary position as chair of PROP's state-wide Organics Recycling Committee.
The Commercial Manure Hauler and Broker Certification Law (Act 49 of 2004) took effect Feb. 26 and requires owners and employees of commercial haulers or brokers to be certified by the Department of Agriculture. So far, the department has certified almost 600 individuals, and these additional training sessions will provide more learning opportunities for manure haulers and brokers."
