PROP's Goals and Objectives

Education/Training
PROP's educational efforts should focus on a wide range of issues. The organization is looking to: develop "one-stop shopping" for recycling coordinators for information; identify "recycling experts" who are knowledgeable about specific topics; be the premier training entity for recycling coordinators; provide assistance in areas that will promote the long term health of recycling; develop position/policy statements; develop tools to assist coordinators in their work; facilitate networking among individual coordinators and regional roundtables; and look into establishing certification programs.

Advocacy
PROP’s operating philosophy is to work for the common good of recycling in Pennsylvania. This includes: working with the DEP to develop better coordination between state and county/local programs, improve forms and reporting procedures, and discuss other areas of mutual interest; entering into cooperative relationships with other state government agencies, counties and municipalities; coordinating and promoting dialogue with other organizations at the state and national levels; taking a proactive leadership role in recycling issues; developing position/policy statements; working with industry toward developing greater numbers of and more easily recyclable goods; and fostering a grassroots network of recycling coordinators.

Research/Technical Assistance
A critical need for recyclers is timely access to information, forms and other documents. PROP will continue to develop or make such documents readily available to recycling officials. PROP will also expand involvement in research efforts, with an eye toward acting as a consultant in the development of programs and products that will benefit coordinators statewide. These types of efforts will extend into the recycling markets arena, a topic of critical concern.

Newsletter/Communications
PROP publishes a quarterly newsletter and will continue to do so with expanded attempts to solicit information from members and others. PROP maintains this site on the World Wide Web with hyper links to related sites of interest to recyclers.

Conference
PROP will continue to hold an annual conference, moving annually to different regions of the state. Program direction will continue to come from the members.

Data Collection
PROP will work toward developing procedures to streamline reporting by national and regional businesses to reduce the time and effort required by public and private representatives involved in supplying and collecting the information.

Fundraising
PROP continues to develop fundraising opportunities that ensure the organization is in a position to continue its work. Efforts include expanding membership, seeking foundation funding and research projects, and continuing to receive contracts to produce programs and products.

Membership
PROP will work toward increasing membership among local recycling coordinators and all non-public sector entities involved in recycling and waste reduction services or products. PROP has broaden membership by expanding voting privileges and Board representation to non-public members.

Public Relations
PROP will continue to communicate recycling information to a wide range of individuals and organizations through its newsletter, regional roundtables, interfaces with other organizations, and dissemination of results of research efforts.

Administration
PROP will improve its infrastructure to facilitate its role as educator and recycling advocate. This will include expansion of networks among governments, businesses, and other interested organizations.

Qualifications
PROP is currently governed by a nineteen member Board of Directors, and administered by an Executive Director. The Board and Executive Director represent a wealth of knowledge and experience, and are well-qualified to lead PROP in its quest to meet its goals and objectives.
