The
Recycling Fund:
Legislation to extend the sunset of state's Recycling
Fee, HB
961, was passed by the Pennsylvania State House in late April
and has moved to the Senate. As the existing sunset date of January
1, 2012 draws closer, the Act 101, Section 902 Recycling Program
Grants particularly face dim prospects. A withdrawal of $15 million
for the state's General Fund, the escalating costs of equipment
and high demand for grant funding had already produced significant
funding shortfalls. The prospect of a completely bankrupt fund in
2013 takes the problem to another level.
Oher Funding News:
As funding of all kinds becomes a bigger challenge,
program efficiency and the ability to weather tough market times
becomes even more important. PROP offers some resources to address

County Fee News:
Several court decisions
have concluded that no statutory authorization exists for county
recycling and waste management fees. Though some counties are
still receiving county fees becasue of contractual agreements, this
funding is fading or has disappeared completely in many counties.
A county
survey completed by PROP before the fees were declared illegal
summarizes the magnitude of funding shortfalls created by the decision.
Representative Mario Scavello of Monroe County
reintroduced his proposed legislation
to authorize the fees earlier in this session. The bill would
authorize counties to collect fees up to $4/ ton but would require
that it be dedicated to recycling and waste management. Visit these
